Can a voucher be transferred?

Hi.

Twice this past year I've had to cancel planned travel on the Empire Builder due to its chronic lateness, and from what I read here, I don't see it returning to anything like what I'd consider reliable service anytime in the next year.

I've got an Amtrak travel e-voucher for that cancelled travel that's good up until a date next year sometime, but with the EB broken as it is, I don't see myself ever wanting to use it now.

Is it possible to transfer this e-voucher to someone else? i.e. I sell it to someone else elsewhere in the country where the train does run on time, maybe at a slight discount, and they can then use it? I've already established with Amtrak that I can't get a cash refund from them, so I'm wondering about doing something like this instead.
