Standards points are 2 points for each dollar spend on travel, minimum of 100 points per trip. This is the amtrak reward, NOT the credit card I'm talking about.

So....a ticked for say $34 dollars would yeild 100 points normally (68 points is less than the 100 point minimum).

But on train day, does 4x points mean 4x the standard 2 point reward? Its must, since they offer a 2x and 3x promo leading up to train day. 2x must mean 2x the standard 2points per dollar.

Would i be right in thinking a $34 one way trip will yeild 272 points? (34x8)

As HokieNav said, the 2x, 3x or 4x occurs after the base points post. So a $34 ticket would post as 100 base points, and that would yield 400 AGR points! A $125 ticket would post as 250 base points and yield 1,000 points. But only the base points would count as "rail points" for select status - but you can use the 4x points however you want!.
