If Amtrak decides to add a surcharge due to the high cost of fuel can they raise the cost of tickets that have already been purchased?

How would they do that when the tickets you recieve are in fact a boarding pass/voucher which Amtrak issues you to obtain service at the agreed upon date and time? In other words money has already changed hands between you and Amtrak! Now if you cancel and reschedule, then I can see where you would probably have to pay more. OBS...
