Follow-on delays?

This morning (July 16), I noticed that both the LSL and CL were delayed for many hours just west of Elkhart, IN. And now I notice that both the CZ and and the EB both started about 45 minutes late apiece.

This leads me to conclude that these trains departing Chicago were held back to allow connecting passengers to make their connections. Is this correct?
