So even when the new Gateway tunnels are built, since the present Hudson tunnels are in such poor shape they'll have to be shut down for years of repair, we still won't have a four track railroad between NY and NJ for at least 25 years or so. I hope someone is thinking of using a ferry to Hoboken for some Acelas, Regionals, and Keystones.
 
Aren't the North River Tunnels actually separate, just very close, tunnels? So wouldn't we have more like a three-track railroad if that's the case?

Yes. I think that is the conceptual plan. Build 2 new tunnels and tracks, then depending on the state of the old tunnels, take one out of service at a time for a major rebuild. Then during the rebuild period, there would be 4 tracks on the NJ side and 3 tunnels under the Hudson, which is a major increase in capacity over the current situation.
