I was browsing thorugh the discounts on the Amtrak website and it looked like the NARP gives you 10% off the full cost, including railfare and accomodation charges, while AAA only gives you 10% off the railfare. Is this correct?

According to the NARP website, the discount is only for rail fare and not applied toward accommodation charges.
 
The NARP discount is the same as AAA: 10% off rail fare only, 3 day minimum advance purchase, not applicable toward weekday Acela trips. The discount is not applicable toward accomodation charges.

Maybe AMTRAK *should* offer a discount. That might one way to increase patronage of First Class, Business Class, and Sleepers.

Amtrak doesn't need to do that, since those three classes, but especially FC and Sleepers are often sold out even without a discount.
