I know if we cancel a reservation made with points we get a 10% point penalty. Ok.

Well I had an NEC reservation. Let's say I used 2000 points to make it. I changed did not cancel CHANGED my itinerary. The new trip I need only 1000 points. So 1000 points went back to my AGR account. (Note these are not the actual number of points. I'm keeping this example simple)

I got charged a 10% point penalty on the 1000 that went back to my AGR account.

Is that in keeping with the new policy?

So just to reiterate for my understanding .. Any time points go back to the account as a result of full cancelation or a change to itinerary we get dinged?
 
The penalty is based on the number of points that go back into your account, not the full amount of the award.

Example:

If you cancel a 15,000 point award, your penalty is on the full 15,000 points.

If you change your 15,000 point award but the new cost under 2.0 is only 9,500 points, the penalty is only on the 5,500 points being redeposited into your AGR account!
