Positive financial performance by Missouri River Runner

I was surprised to learn that the Missouri River Runner was profitable in April 2023 reporting.

On the sheet it broke out the Kansas to Saint Louis portion and not the entire route of three eighteen and three nineteen from Chicago.

Did low river levels and no flooding help?

Amtrak counts state subsidies as revenue on those routes, so if the state subsidy + fares exceeds cost, it will be profitable from Amtrak’s end.

Did Missouri or Modot actually pay? Or i wonder if this is suplus covid money amtrak used last year to catch MOdot up on its past bills.
