Why is it that whenever bad weather strikes, New Orleans gets its service cut off?

Why is it that whenever bad weather strikes, New Orleans gets its service cut off?

New Orleans never lost the City; it just had to avoid the station in Memphis and never stopped running through Memphis to new Orleans and return to Chicago. It shoo-flied through town and never stopped at the station for about 6 months because of a flap between the City of Memphis and the CN as to just who was going to fix the sink hole.

Just to note - I think it did stop in Memphis. It stopped I think north of the station and the passengers were bussed to/from the station. They constructed some sort of podunk Amtrak bus stop kind of station for it if I recall correctly.
