Whenever I have been on board, we were offered Express Lunch-sort of a "clean out the larder" variety.

Same here. They start serving around 10:30am from a very limited menu. As we usually have a quick connection at CUS it's appreciated.

Ditto. When I rode that train into Chicago in Oct., 2012, it was an early lunch We had the good fortune (??) to have Miss Polly on our diner. She is famous for her customer service skills, or rather, lack of them. I will say she was efficient. Maybe you will have the pleasure of meeting her - hope she doesn't throw coffee at you!

They offer a quick, early, and limited lunch based on what is left in the inventory from when they departed Chicago as 21.

Is the limited lunch menu really based on what's available, or is it simply based on what they can serve in the least amount of time with the least amount of effort?

Both, but inventory is a component. Last summer, they ran out of both the beef burger as well as the veggie burger so there was some improvising.
