Given what Amtrak is up against, do the key players have any strategy in approaching forward (e.g. train eliminations, capital held back, or - my favorite- beefing up and going on the offensive to muster greater support?

Well I don't know Amtrak's strategy, I know mine. Join rail advocate groups, both locally, and nationally. Write to your elected officials, especially if you have one hostile toward rail. Go to community meetings about rail. Thats what I do.
Amtrak's strategy is laid out in their five-year plan, available on Amtrak's website. Unfortunately, this is really a corridor plan, with not much attention paid to long-distance trains, other than equipment rebuilds and Heritage car replacements.
